First thing you will need to understand is that running vnc open to the internet is a major security risk. Knowing that, you also need to know how your are connected to the internet. Is the machine connected directly to the dsl modem or is it connected to a router. If you are connected to the router then you will always be getting the dynamic address the router hands out unless you configure your computer to have a static IP address that is in the same network space as the router. If you are connnect directly to the dsl modem and you are paying for a static IP then get with your ISP and have them figure out why they are still changing your IP address.
