Because I need to access the localhost:0 desktop, I may have to
anxiously wait for your next release of Enterprise Edition before
purchase.  But, before I resign myself to that, I'm definitely going to
find out whether TrueColor is available on this machine.

This sounds like a recently-discovered issue with the GUI toolkit used
by
x0vncserver, vncconfig & vncviewer in VNC Enterprise Edition E4.3.x
releases.  The toolkit in question is optimised for TrueColor displays,
and
deals with PseudoColor ones by allocating a TrueColor-like palette.

Depending upon your requirements, you may prefer to:

1.  Run your applications using vncserver/Xvnc, in a virtual X server.
This
will allow you to use more colours than your server computer's console X
server can support.  VNC will downgrade the colour level automatically
if
you need to display the server's contents on the limited display
hardware.

2.  Wait for the next VNC Enterprise Edition release, which will provide
an
-owncmap option, allowing x0vncserver to be run with its GUI's palette
allocated independently of the default one.

It may also be possible, depending upon your graphics hardware, to
configure
the HP-UX system's console to use TrueColor by default.  HP-UX PA-RISC
systems usually have a bi-modal framebuffer, capable of both 32-bit
TrueColor and 8-bit PseudoColor simultaneously.  Since x0vncserver
always
deals with the default visual, setting the default to the 32-bit format
will
improve its behaviour.
