This limit comes from the fact the VNC ports begin at 5900 by default, and port 6000+x is occupied by X11. So, if you specify alternate VNC ports, you should be able to use more than 99 sessions per host. ThinLinc, which is based in TightVNC, supports up to 2000 sessions per host.
