Er?  Sort of.  The Xvnc VNC server for Linux IS an X server (just to a
framebuffer/virtual bitmap instead of a real one, X doesn't care).  You still
need the X libraries, etc.., to run X apps.  And GTK, QT, LessTiff, etc...
whatever widget libraries are required by your app.

Depends what you mean by small?  <300Mb Yes.  Fit on a floppy with X, no way.

Why X?  Why not use something like Webmin and admin with a web browser, 
requires alot less (just perl) on the server side, no X libraries.  Or since you
have ssh why not use the curses (thats "text"/"terminal") interface to
Linuxconf,  it's menu driven, etc...

Sure, but to host UNIX client apps it need to speak X11, and X11 isn't small.
