I am able to move text from X to NT4 using xcutsel, but not NT4 to X.
I am not familiar with xclipboard. I will try and learn more about that.

There is more than one clipboard in X.
CDE apps use "the other" clipboard.
In order to copy contents from one clipboard to the other you need to use
xcutsel.
