I just saw this post but can't find any of the previous (if any )
responses.

newer distributinos of the gdm use gdm.conf.  In my Debian-woody
distribution it is in /etc/X11/gdm/gdm.conf.  Find the xdmcp section and
set Enable=true and make sure the line Port=177 is UNCOMMENTED.

Make sure you have xdmcp enabled.

That file has nothing to do with it. You shouldn't really be running
VNC as 
root as well.
