I don't think -depth 1 has ever worked, although some of the code is
there.

Probably the best option would be to run TightVNC with tight encoding
and a color depth of 8 bits.  Tight encoding does a great job of
compressing the screen updates and will take advantage of the fact that
you are only using a very small number of colors.
