Well, in all fairness, overseas-originated calls aren't magical. Nothing can be dumped into the North American PSTN without the cooperation and abetting of a local, PSTN-interconnected entity. :-) But yes, point taken; the terminators claim common carrier and the end-scammer-spammer can't be effectively held liable.
