i just had a look at the contents of void-live-x86_64-20191109-mate.iso, and it seems orca is not included. However, it's certainly available in the repos.
also what's the accessibility of the installer like?
i'm not visually impaired myself, so i'm not really able to comment on this, beyond noting that the installer is textual - a TUI - rather than a GUI.
