Tom has been posting a lot on this issue, and unfortunately because of my other commitments, I was unable to respond on much of it. For those looking for coherent criticisms of the legislation as well as some potential practical problems that he foresees arising. My apologies to Tom for not being more responsive to his posts, but I was also trying to respond to congressional inquiries as well as other traditional media reporters (as well as trying to hold down my day job...).
