It's fine here -- an 11"x17" file at 200 ppi (2196 x 3400 pixels), 546 kB on disk.
Perhaps the person with the low-res marked-up schematic got only the preview and not the whole file? I suggest going back to the download page and manually downloading just the marked-up schematic.
