I had the same issue in the beginning (bad online reading with embedded PDF Reader). Thus I downloaded the ZIP package and had no issues anymore. Thus it seems to be an issue of the online reader, not caused by the files.

Perhaps the person with the low-res marked-up schematic got only the preview and not the whole file? I suggest going back to the download page and manually downloading just the marked-up schematic.
