Why is C) required? I have backup mail working fine with
just
A) and B). Other mail servers we run also do not require
a
forced route entered anywhere.

If you peer with anyone then I suggest your offer to
secondary
for someone else and have them secondary for you in
return.
This is a good policy that could also include secondary
DNS
which would give your operation more uptime in event of
an
network crashing accident.

Yes, you can setup each others vopmails as
fallbacks. All that is required of you is:
A) an MX
record.
B) 'accept mail to
these domains' under security must have the partners domains
therein.
C) A forced
route must than be created under ROUTES.
NOTE: The following must be remembered/taken in
consideration:
D) The relaying server
will be more suseptible to scan attacks since it will accept 'all' msg to
@domain.com.
E) FYI:
Ensure that both servers can handle the extra load (HARDWARE).
