No IMAP or Pop3 still forwards email. It just disallows you from retrieving. If the person never retrieves emails, then he will never know that the account is suspended. That's why The suspension needs to be global.

Why not go into the properties for that account and select the NO ACCESS option under the access keys tab. They should not even receive mail then, let alone forward it.
