[VOP RADIUS] Service Type problem

I'm trying to setup a virtual ISP domain. They are using Quest as a POP wholesaler when quest send the packet to us they leave out the "service type" & "framed protocol" (line 6 & 7 ). They need this attribute to be set to "Framed-User" but when I set to that they get "requested Service Denied" I believe because they don't send a service type and mine is set to "Framed-User" they don't match.
