   Is this authentication packet a RadTest from Qwest?
 
If so, you can go into your VPRRS Properties and under the Radius Server TAB, make sure you have checked the option "Default PPP Service (Login/Unknown users)"
 
I had this same problem with Qwest 18 months ago.  And this will fix your problem with Qwest's RadTests.  I work with Qwest on a weekly basis getting new ISPs set-up with their wholesale ports.

I'm trying to setup a virtual ISP domain. They are using Quest as a POP wholesaler when quest send the packet to us they leave out the "service type" & "framed protocol" (line 6 & 7 ). They need this attribute to be set to "Framed-User" but when I set to that they get "requested Service Denied" I believe because they don't send a service type and mine is set to "Framed-User" they don't match. If I leave "Service Type" blank then voprrs sends back type 1 which is "login-User" and quest can't use that.

 

This looks like what is happening anyhow, anyone have any more info about this?
