It is fantastic and is founded on the premise that the Rossi reactor works, but is possibly unreliable or unstable (which is roughly my sort-of assesment); however, it's not ridiculously impossible.
The story shows why even a small number of independent assessments (especially a single) cannot be absolutely trusted. Stuff can happen, with or without secret conspiracies.
One thing is quite clear: Rossi does not want multiple independent assessments. He does not want the proof that skeptics would need in order to accept this to be available, because he could easily arrange it.
One theory is that this is payback for prior humiliations. He lures the skeptics into claiming he's a fraud, and, boy, will he show them!
A dangerous game, even if he has a solid device, reliable, working safely. Stuff happens. Doubly dangerous if he "still has a few details to work out."
