This is a lot of conjecture on my part, but makes an interesting story to
consider.

Thanks for your interesting link to the history of Majorana. I was able to read
it in a google translation upon arriving back home here in Spokane, WA a little
while ago.
It certainly sounds like it could be the cold fusion (LENR) we are now talking
about and was the subject of the ICCF-19 conference last week.
No one to my knowledge has suggested "death rays" associated with the LENR
phenomena. However, I can imagine a scheme for using LENR to create high energy
"death rays" that Majornana was apparently worried about, and as related to
potential military applications of the physics he taught in the 1950's and
before. His student certainly was affected by this issue, if the story is true.
The early 1970's actions of the Italian government seem to be the same
treatment that Andrea Rossi received from that government about the same time.
However, at that time, Rossi's invention did not have anything to do with LENR
to my knowledge: It was about changing bi-wastes into a usable oil for energy.
Rossi was apparently invited to come to the USA to do his research on his
bio-waste invention by Jimmy Carter, the next president after Ford, who was
president at the time that Majorana's student refused to cooperate with the USA
government, because of his concern about military application of the
technology. This is an interesting co-incidence, in my humble opinion.
I have no information as to whether Rossi was already working on the new
physics, nor of being "shut-off" by the Italian government after the USA
government was shunned by Majorana's student.
Rossi's subsequent work in the development of LENR may certainly have been
stimulated by knowledge of the subject matter, and the experience of the
Majorana student. As you may recall, the Majorana student was picked to carry
on and implement Majorana's "machine" based on the new physics Majorana taught.
The student actions in the 1970's may have influenced Rossi's interest in the
LENR subject. Note the connection to unsaid physicists at the University of
Bologna noted in the item you have identified. Rossi's significant work in new
physics after 2005 was with Sergio Facardio, from the University of Bologna.
