Alain-- Quantized inertia is nothing new. Keep in mind that angular momentum and the respective angular inertia is quantized. As you may recall, I consider quantized angular momentum is what is coupling LENR processes to mass energy of the system/conversion to phonic energy.
I would agree that the quantum control of the system extends to the vacuum and/or Dirac's negative energy sea. They may be closely related. There is an interesting new concept of particle makeup presented by Philippe Hatt at ICCF-19. You may want to check out this theory. It predicts the mass of neutrons and nuclear magnetic moments quite well. Hatt was a physicist at the European Union in Brussels for many years and is well informed.
