Governments do not want the technology to see the light of day, and until recently, have taken overt actions to classify good research and thereby keep it under wraps. Peter should know well how this happens.
Therefore, competition by independent researchers is not published. Rossi is in this camp. He knows the in-and-outs of government oppression, and he wisely got legal protection from such action by the US. before doing LENR R&D in the US. I would guess that the US government would have liked to keep Rossi under wraps, but was not able to act as it did with P&F. It was the lesser of two undesirable situations from the US government viewpoint-- to allow Rossi to work in the US rather than somewhere else. The US knew the “CAT” was out of the bag and on the loose. I can think of 8 or 10 research entities in the US that would have had technical input to such a decision, each having access to research going on elsewhere in the world on LENR Ni-H systems.
