A change in half-life doesn't necessarily mean a change in the rate of flow of time. It could just be exactly what if appears to be, a change in half-life. Now if you had multiple different isotopes all together, and their half lives all changed to the same degree e.g. all decreased by a factor of 10, then you might have evidence of a change in the rate of flow of time. Even better would be several clocks that relied on physically different mechanisms to measure the flow of time, all changing by the same amount.
