If this initiative does not include support for cold fusion, then I suppose the people at the ENEA did a poor job of presenting their work to Gates. Cold fusion researchers often fail to make a convincing case. They have convincing data and facts, but they present them poorly.
I doubt this includes any money for cold fusion. I probably would have heard rumors if it did. - Jed
