Bob Higgins, It occurred to me that what matters is if your concept of a shrunken nucleus can be tested experimentally rather than if the concept is allowed by the standard model. Then I realized it could be tested with neutron activation. If the nuclei in the spent fuel are in an energy state below ground state then neutron activation of the spent fuel would reveal this by producing a different activation pattern from an unused fuel sample.
