My comment is that I think it's powered by a resonant connection with the cyclotron radiation of the protons of the Van Allen belts. IOW Tesla's "wheelwork of nature", but that implies a limited amount of energy available world wide. An alternative might be enhanced radioactive decay of long lived radioisotopes in the magnets, where the decay is triggered by changing magnetic fields, as magnets move relative to one another.
