The have the resources to make any study or get any information they need. 2. You, I, or any person with an ounce of common sense can see that it is vitally important to learn the pipe layout, in order to prove the pipe was half-full and the flow meter was malfunctioning. If you know this, and I know it, obviously the people at I.H. know it. 3. Therefore, it stands to reason that I.H. will do this.
