Yes, modification of decay rates is a topic of great interest to me. This is a theoretical paper, apparently working within the current assumptions of physics. In order for most LENR observations to be explained by induced decay, I think that one or more of those assumptions will need to be revisited somewhat. One example: how high the electron density can get for short periods of time in metals under nonequilibrium conditions.
