Could you please describe, "long single layer" ?
What is the shape of the cap?
If we were to slice it, would we be cutting a "C"-shaped section from the
toroid or is the toroid closed, like a pipe?

An experiment I would like to do is
to spin a charged long single layer hi K high voltage
capacitor inside a toroid made of soft magnetic material.
A large ac voltage should be induced on a coil wound on the
toroid. Loading the coil should induce a drag force on the
spinning capacitor.
