Actually, they have all produced excess energy, but not enough to
self-sustain. I believe the record power output for a tokamak was 10
MW for 0.6 seconds, or 6 MJ of energy. Cold fusion cells have
occasionally produced megawatt levels of power, albeit briefly before
exploding, and of course many of them have produced more than 6 MJ.
Many cold fusion cells have self-sustained, running with no input
power, in heat after death or with gas loading.
