I wonder if the proposal has a prayer's chance of even being considered. Actually, if memory serves me correctly, this may NOT the first time an AE proposal of this nature has been made. Believe it or not I seem to recall that Nixon, when he was in office, had suggested something similar. Anybody remember this, or are my feet all wet?
