I do not think the Federal Government is the right organization for this job. It makes no difference whether the new agency is supposedly independent or not. The government is only good at implementing or financing specific technology after the exerts agree it is the right choice.

I agree with Jed. When I was young and foolish, it appeared that the Japanese, with a population willing to march in lock step, and a government which would marshall the resources would eat our economic lunch. Well Japan has been in a recession over most of the subsequent time, and America has IMHO, done quite well economically. The best thing that can happen to encourage energy efficiency is for gasoline to go to $5 per gallon.
