Well here's the setup:

It's being fired by a wall wart rated at 6VDC which is actually putting
out 9VDC with considerable ripple.

9.15 VDC and steady.  21.7 mVAC according to my digital meter.  I'm
using the analog meter for the current measurement.  Which, by the
way, dropped to 1.3 mV at 1:30 pm EDT.

 PS Interesting note:  After about 10 min., the only bubble formation
was on the anode near the base at the teflon.  Aggregrated
microbubbles?

Not only are they forming on the bottom near the anode; but, they are
also forming on the vertical pan surface on the anode side.  Nothing
evident near the cathode.
