The is not entirely correct. Here is an explanation from Peter
Graneau himself sent me in 2002.
You express the standard textbook teaching with which we are not in
disagreement except that is is incomplete because it ignores the
stored
potential energy in the inter-atomic bond which is inter-nuclear
repulsion
energy and explains our water arc explosions very well.
Most physical chemistry books show the stored potential energy as a
function
of atomic separation (the famous potential well diagram). The
depth of the
potential well represents stored inter-atomic energy due to the
repulsion of
two bonded atoms. The bonding is generally believed to be caused
by the
electrons surrounding the nuclei. It must create attraction
between the
bonded atoms which, in turn, is balanced by nuclear repulsion.
Nuclear repulsion energy is like elastic energy stored in a compressed
spring. When the compression force is suddenly released, the
repulsion
causes an explosion. In the case of a spring loaded gun, a small
amount of
trigger energy can release a large amount of potential energy.
The electronic attraction of bonded atoms in water (the hydrogen
bond) is
apparently switched off by low energy electromagnetic trigger
action in the
arc plasma. The result is an explosion.
The idea apparently is that water arcs blow out the electron
shielding between nuclei with less energy than is released when the
bond formed, i.e. less energy than is obtained from the separation of
the close nuclei which repel each other once the screen is released.

Personally, I would see this as a form of ZPE tapping. Peter Graneau
I suspect would disagree. The bond is maintained by the electron
orbitals, which are sustained by the zero point field. Shielding
the zero point field from the molecule by electron flux and plasma
releases the nuclear repulsion force. Arguments I've seen based on
solar energy input to the water and macro effects just don't make any
sense to me, but I'm a bit hard headed. Certainly any arguments
based on the Coulomb force make no sense because it is a conservative
force. It boils down to the ZPF energy flux required to maintain the
structure of the electron quantum waveforms and the energy required
to cut it off with free electrons or plasma. This strikes me as
ultimately a form of Casimir force release. I'm still far from
understanding this.
