As governments take more control over the web, ideas like yours
begin to incubate. The task will be to maintain satellites. The new

The problem is identifying the rogue.
That is a problem. An alternative may be to use a laser moon bounce
system . It would have huge bandwidth and, given a powerful enough
transmitter, it should be detectable with small optics. Not quite as
convenient, but probably workable. Since it would be "transmit only"
there would be no problem with signal delay. The problem is it would
only work at limited times. Some combination of satellite, moon
bounce, meteor bounce, short wave, balloon transmission, pilotless
aircraft, land line, personal exchange, and just regular internet
might keep the data rolling along.
