Being a little nitpicky here I should mention that the joke came from
a recently retired state government employee, an old friend of mine
who completed a 30+ year career at various state agencies doing
computer database work.

His exact words when he posted the joke on one of our private mailing lists was:

"The following expresses all too well the attitude that a lot of
people have toward the government. As a career bureaucrat, I find the
stereotype regrettable ... but still pretty damn funny."

I'm a state government employee myself having around 28 years under my
belt. It's been my experience that many of my colleagues are just as
amused by these obviously slanted prejudiced jokes as those in the
private sector. We all pay taxes.
