Yup, it does. A government bureaucrat would be prohibited from
accepting a calf worth more than $50, whereas consultants are
professional kleptomaniacs.
Government bureaucrats have many faults but fashionable clothing and
taking goods are not among them. Congressmen are the only "distinctly
native American criminal class" as Mark Twain put it, but they take only money.
It is a funny story, but it describes the wrong group.
