My most critically important answer probably got lost in all the ruckus,
and wasn't expressed clearly enough.

It's this:

Move the circuit to many different ground connections in different
locations many miles apart, including metal stakes driven into the
dirt outdoors, different homes and offices, etc. Do the LEDs always
light up in all locations? If not, are there other locations besides
your lab where the LEDs light up?

Here's another one:

If the LEDs are lit (in your lab), can you disconnect the ground wire
and replace it with a ten foot piece of cable lying on the floor?
Not a ground wire, but a floating piece of conductor. Will the LEDs
still light up? If they do, then try shorter and shorter pieces of
wire. Or try moving the wire off the floor, etc. See how the device
behaves. Maybe it will still work if dangling miles above the earth...
but it needs a long piece of floating wire to behave as a high-frequency
  "ground."
