Or surround it with a grounded faraday cage.  Or use a shortwave receiver,
looking for really strong ~18MHz stations and perhaps see if it's
modulated signal.  I'd think it would be easier to offer far stronger
evidence:  see if the device works in other buildings.  RF sources are
going to be local.

Hey, maybe the device will still work if "grounded" to a metal car body
while the device sits outside the car on the hood.  Then just drive around
at night and see if the LEDs get dimmer.
