It's true that small wind turbines are more of a threat to birds (because they spin faster) but this is mostly when wind farms are constructed on ancient migration routes, particularly when they are placed in areas where there is a natural "throughway" such as between two areas of higher ground that birds are likely to use when migrating. Painting the blades in an asymmetric pattern (to induce flicker - but watch out for epileptics too) also helps.
