The difference in energy between a C12 atom and 3 He4 atoms is only 7.27 MeV, so this should be seen as the true threshold energy. Of course reactions at the threshold energy wouldn't be detected, as the ensuing alphas would have no kinetic energy, and hence wouldn't leave tracks.
