If these anomalous concentrations of charge are real, it changes everything - and it is concentrated enough to trigger transmutations such as found in Cold Fusion. Even if the fusion was the primary phenomena, we still have the observations of excess electricity - something of much greater value than excess heat. Furthermore, It would easy to conceive of other effects - such as Graneau's water arc explosions and the Papp engine as being derived from the charge cluster phenomena.
