Yes. You form a capacitor between a thread of plasma and a plate or cylinder.
When you turn off the plasma it becomes a 1 terminal capacitor which greatly raises the voltage and energy. Read the post again, ask questions. And yes Hiddink has some crazy ideas, so?! I don't agree with some of his beliefs but you aren't being asked to only believe Hiddink. I am happy to explain anything you may not get, though the idea is very simple.
