The connection to the relaxation oscillator doesn't contain the 15k or other value resistor...it is direct to the plate and the plasma. BUT... I think you are on to something with what you said: As the plasma 'fades', it's resistance should increase. Wouldn't this be seen as a resistance in series with the inner capacitor plate (plasma at the glass envelope), thus slowing the oscillator?
