The leadin paragraph asserts that WHO recommends making it "mandatory", but none of the quotes from WHO people in body of the article support the claim, nor do they make it sound even slightly plausible, as WHO is saying there won't be enough for everybody anyway. "Mandatory" seems to apply to the requirement that all countries make it available, not that all individuals will be forced to accept it. Ho, hum...
