It was a mess. A coordinated response including all available (military) personnel might have helped. One of the government's jobs is to try to prepare for stuff like that, so that *if* it happens, they can do something useful about it. (Their lack of preparation for Katrina was an example of the *opposite* of what they're supposed to do.) And, it seems, one of the jobs of the press is to hysterically report every move made by the government in such a situation as though (a) it means we're about to have martial law and all freethinkers will be shot, or (b) it means there is an imminent total disaster and the worst-case scenario for which the gummint is preparing is actually the *most* *likely* scenario.
