Yes of course, that is the crux of the issue, and probably relates to why
there is not one available, even as a prototype.

I would broaden the scope of applicability slightly above "charged
particles" to say that if the reaction only released gamma radiation with
little direct kinetic heating, then it might be made commercial.

That would be because the liquid deuterium is transparent (probably), and
the Dewar could probably be made or arranged to be largely transparent to
gamma radiation.
