Yes, but they are different things. Google news is a news aggregator, fed by google with a list of news sources. A quick search for google news submit site <http://www.google.com/#hl=en&source=hp&q=google+news+submit+site> gives http://www.google.com/support/news_pub/bin/answer.py?hl=en&answer=40787 Note that there'se no guarantee they'll add your site.
