Tesla said the sun takes in more energy than it puts out regarding ether- very much like Puthoffs atomic model and attributed radioactivty to this force of ether. I have been of the same opinion for radioactive and pyrophoric materials but am having difficulty expressing my concept. I believe virtual particles only manifest themselves when they intersect with our spatial axis. Since their "motion" is non spatial I can't assign a rate of spatial motion and trying to assign temporal values is even more silly. I think the rate of this moving carpet of virtual particles scales our perception of time. We are only aware of the product of Puthoffs "pressure" and this flow rate and can not detect changes in either. Which brings me to the M&M experiment also mentioned.
