I found this bit very suprising; I'd gotten the impression (from Toyota
statements, I think) that Toyota decided to do the shutdown on their
own, for safety reasons:

So, in style befitting GM or Exxon, they shut down production and
suspended sales only when forced to do so.

This doesn't make me want to run out and buy a Toyota, whether or not
they eventually declare the problem 'fixed'.
