It looks to me like they may have a systematic error of +1 ppb. Therefore I would be inclined to subtract that from all measured values. (or perhaps they had a digital readout which couldn't decide whether to indicate a 0 or a 1). Were they taking measurements at the limit of the capability of their equipment?
