This (as well as the related "pycno" hypothesis) sounds enough like
"degeneracy" to provide an alternative way of looking at things:

. and perhaps it is worthwhile to consider that Casimir confinement may
operate to *enhance degeneracy* in some way, such as by the alteration of
time. 

 

This effectively adds another step in the M.O. and creates a taller house of
cards, but it might be a better fit with experiment. The curious (ironic)
thing is that most of what we know about "degeneracy" comes from cosmology.
It would be interesting if the large and the small were to be united - via
the Casimir cavity.

 

The reason for introducing this is that "gas degeneracy" seems to offers
good answers to most of the relevant experimental findings, except one -
which is the big problem with LENR in general: and that is lack of gammas
(even if they are from secondary reactions, they should be seen as
Bremsstrahlung). 

 

Come to think of it - perhaps that is another cross connection of LENR to
Mills which can be answered by cavity confinement !

 

By that I mean that perhaps "time alteration" within a Casimir cavity
results BOTH in degeneracy, which then results in LENR, which then results
in downshifted photons. with the end result being that time alteration plays
several roles including converting or downshifting a few gammas into lot of
EUV.

 

The advantage of EUV as the energy output, in reconciling experiment with
theory, is that this is the only form of radiation which is shielded by
*everything* (there is no element which is transparent) and consequently EUV
could go un-noticed even when the an open glass electrolysis cell is the
reactor . not that anyone has ever thought to look for trace evidence (there
would be traces).

 

The falsifiability of this hypothesis comes by way of setting up an
experiment to actually look for EUV. And of course, there could be trace
evidence of EUV in any active cell. And if one goes to the considerable
expense of EUV spectroscopy as Mills has done, then this might show up. 

 

And then there are the anecdotal reports of "sunburn" .
